Depends on what kind of customization op means Mechanical tuning yes, but visual customization is kinda lacking in horizon, there's maybe one bodykit per car and not even for all cars, a minimally changed front fender and a spoiler.the only thing you can customize visually are rims and decals/colors, doesn't scratch the nfs mw/carbon/underground itch.
